New CMS-report: Artificial Intelligence in Command and Control

Rapid developments in AI technology are reshaping key aspects of the defence and security domain. At the centre of these changes, are its newfound role in command and control and in decision support systems. This however, raises new questions within the realms of technology, military strategy, international law, and ethical questions for both military and political decision makers.

The CMS Report Artificial Intelligence in Command and Control examines the integration of Artificial Intelligence-driven decision-support systems (AI-DSS) within military command and Control architectures, focusing on implications and challenges for Denmark.

The report uses illustrative examples and case studies from ongoing military operations – specifically, Russia’s invasion of Ukraine and the conflict in Gaza - to examine the integration of AI-DSS into modern decision-making processes.

The report identifies key operational benefits and risks relevant to Danish defense policy officials. These include faster integration of diverse intelligence sources, ongoing improvement through software-defined platforms, and enhanced situational awareness through real-time data integration. At the same time, though, dependence on proprietary "black box" models and commercial cloud systems present serious concerns about model transparency, data management, resilience, and the risk of automation bias.
