Tobias Liebetrau publishes new article in International Journal of Critical Infrastructure Protection
Tobias Liebetrau, Researcher at the Center for Military Studies, together with Christian Bueger, Professor at the Department of Political Science, have published the research article “Advancing coordination in critical maritime infrastructure protection: Lessons from maritime piracy and cybersecurity” in the journal International Journal of Critical Infrastructure Protection.
Critical maritime infrastructure protection (CMIP) has become a priority in Europe in recent years due to geopolitical tensions, regional conflicts, and the Nord Stream sabotage in 2022. Although there are increasing calls for improved protection, practical implementation remains unclear. This involves engineering, risk assessment, and coordinated action among various actors. Effective dialogue, information sharing, and coordination are necessary, but according to Liebetrau and Bueger, there is a lack of discussion about which institutional set ups would lend themselves. In the article they argue that the maritime counter-piracy operations off Somalia, as well as maritime cybersecurity governance hold valuable lessons to provide new answers for the institutional question in the critical maritime infrastructure protection agenda.
