Public Seminar: Russia’s Shadow Fleet — Challenges and Policy Responses
Russia’s shadow fleet poses challenges that extend well beyond sanctions evasion, encompassing maritime safety, environmental risks, threats to critical infrastructure, and broader security concerns in European waters.
This public seminar will bring together researchers and practitioners to discuss recent developments in Russia’s shadow fleet activities and the implications for European coastal states. The panel will consider current policy responses, remaining enforcement gaps, and options for strengthening action against the shadow fleet. Panelists include:
