CMS Research Seminar: Europe in the Global Digital Tech Race

In an era where geopolitics and technological innovation are more intertwined than ever, control over critical digital technologies and infrastructure has become central to power projection on the world stage. This seminar will explore the multifaceted dimensions of digital technological competition and its implications for European security and defence policy. It will discuss recent European initiatives to strengthen the continents competitive position in the global digital technology race, its rapidly developing defence industrial policy, the trade-offs between short-term military readiness and long-term technological innovation, and the challenges posed by dependency on American technology companies in security and defence.

Together with Professor and head of the Geopolitics and Technology Programme at the Centre for Security, Diplomacy and Strategy (CSDS), Brussels School of Governance, Antonio Calcara, we will discuss these new conditions for European security and defence. The seminar is moderated by Associate Professor Tobias Liebetrau, Centre for Military Studies, Department of Political Science.

Professor Antonio Calcara is head of the Geopolitics and Technology Programme at the Centre for Security, Diplomacy and Strategy (CSDS), Brussels School of Governance. Professor Calcara leads the ERC-funded CODE project (Competition in the Digital Era: Geopolitics and Technology in the 21st Century), which investigates how China, the United States, and Europe compete for dominance across three pivotal sectors: semiconductors, cloud computing, and space technologies. Professor Calcara is author of the book European Defence Decision-Making: Dilemmas of Collaborative Arms Procurement (2020) and multiple publications in top-tier journals, including International Security, Security Studies, Review of International Political Economy, West European Politics, Contemporary Security Policy and more.
